Working group to discuss the recent considered local law changes to criminalise homelessness.
On 19 February 2025, Port Phillip Council unanimously passed a motion to explore changes to local laws, citing public concerns about safety. These changes would authorise council officers to fine people for sitting, sleeping or lying on any public land.
We know that homelessness is not a crime, and we cannot criminalise people for struggling to keep a roof over their head in a housing crisis.
We need investment in secure housing and compassionate support services.
We are holding a working group session to discuss the considered local law changes, and plan next steps.
